A memorable milestone in my journey as an author.

I had the honour of dedicating my book, Ethical Diplomacy and Foreign Policy in a Fragmented World, to the cherished memory of Her Excellency Smt. Sushma Swaraj Ji, one of India's most admired Ministers of External Affairs, whose compassion, statesmanship, and commitment to public service continue to inspire people across the world.

It was a privilege to have the book officially released by Hon'ble Member of Parliament, Smt. Bansuri Swaraj, daughter of the late Smt. Sushma Swaraj.

I was also delighted to discover that Smt. Bansuri Swaraj and I share a common academic bond as alumni of the University of Oxford, making this occasion even more special.

This dedication is a tribute to a leader whose life demonstrated that diplomacy is not merely about advancing national interests, but about serving humanity with wisdom, dignity, compassion, and moral courage. Sushma Ji showed India and the world that the true purpose of public office is service, not dominance; compassion, not power; and humility, not prestige. Her life reminded us that the highest calling of leadership is to serve people with integrity, humanity, and selflessness.

I extend my sincere gratitude to Hon'ble MP Smt. Bansuri Swaraj for graciously releasing the book and for honouring her mother's enduring legacy through this meaningful occasion.

It is my hope that Ethical Diplomacy and Foreign Policy in a Fragmented World will encourage policymakers, diplomats, public servants, scholars, and future leaders to embrace ethical governance, principled diplomacy, and leadership rooted in justice, integrity, and peace.

NITI Aayog (National Institution for Transforming India) is the Government of India's premier public policy think tank. 𝐂𝐡𝐚𝐢𝐫𝐞𝐝 𝐛𝐲 𝐭𝐡𝐞 𝐇𝐨𝐧'𝐛𝐥𝐞 𝐏𝐫𝐢𝐦𝐞 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫 𝐨𝐟 𝐈𝐧𝐝𝐢𝐚, it serves as the Government's apex policy institution, playing a vital role in catalysing economic development, promoting cooperative federalism through a bottom-up approach, and providing strategic policy direction and technical guidance to both the Union and State Governments. 𝐈𝐭𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐢𝐧𝐠 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 𝐜𝐨𝐦𝐩𝐫𝐢𝐬𝐞𝐬 𝐭𝐡𝐞 𝐂𝐡𝐢𝐞𝐟 𝐌𝐢𝐧𝐢𝐬𝐭𝐞𝐫𝐬 𝐨𝐟 𝐚𝐥𝐥 𝐒𝐭𝐚𝐭𝐞𝐬 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐋𝐢𝐞𝐮𝐭𝐞𝐧𝐚𝐧𝐭 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫𝐬 𝐨𝐟 𝐔𝐧𝐢𝐨𝐧 𝐓𝐞𝐫𝐫𝐢𝐭𝐨𝐫𝐢𝐞𝐬.

Ethical Diplomacy and Foreign Policy in a Fragmented World seeks to serve as a moral compass for both the Central Government and State Governments by advocating ethical governance, principled leadership, responsible statecraft, and values-based public policy in an increasingly complex global environment.

Having the book received on behalf of the Government of India and the Hon'ble Prime Minister by the Vice Chairman of NITI Aayog is a great honour and an encouragement for me to continue contributing to the national and global discourse on ethical leadership, diplomacy, foreign policy, and governance.

My sincere gratitude to Dr. Ashok Kumar Lahiri for graciously receiving the book and for supporting this important conversation on ethics, diplomacy, and public policy. May this work inspire policymakers, diplomats, public servants, scholars, and future leaders to place integrity, justice, and humanity at the heart of governance.

It was a great honour to receive an invitation from His Excellency, the 𝐇𝐨𝐧’𝐛𝐥𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐨𝐟 𝐊𝐚𝐫𝐧𝐚𝐭𝐚𝐤𝐚, Thawarchand Gehlot 𝐒𝐡𝐫𝐢 𝐓𝐡𝐚𝐚𝐰𝐚𝐫𝐜𝐡𝐚𝐧𝐝 𝐆𝐞𝐡𝐥𝐨𝐭, to Lok Bhavan, where I had the privilege of presenting him with a 𝐏𝐫𝐞𝐬𝐢𝐝𝐞𝐧𝐭𝐢𝐚𝐥 𝐄𝐝𝐢𝐭𝐢𝐨𝐧 of my book, 𝘌𝘵𝘩𝘪𝘤𝘢𝘭 𝘋𝘪𝘱𝘭𝘰𝘮𝘢𝘤𝘺 𝘢𝘯𝘥 𝘍𝘰𝘳𝘦𝘪𝘨𝘯 𝘗𝘰𝘭𝘪𝘤𝘺 𝘪𝘯 𝘢 𝘍𝘳𝘢𝘨𝘮𝘦𝘯𝘵𝘦𝘥 𝘞𝘰𝘳𝘭𝘥.

As the constitutional Head of the State of Karnataka, His Excellency’s invitation made this a particularly meaningful occasion.

In India’s constitutional framework, 𝐞𝐭𝐡𝐢𝐜𝐚𝐥 𝐥𝐞𝐚𝐝𝐞𝐫𝐬𝐡𝐢𝐩 𝐚𝐧𝐝 𝐩𝐫𝐢𝐧𝐜𝐢𝐩𝐥𝐞𝐝 𝐝𝐢𝐩𝐥𝐨𝐦𝐚𝐜𝐲 𝐚𝐫𝐞 𝐧𝐨𝐭 𝐜𝐨𝐧𝐟𝐢𝐧𝐞𝐝 𝐭𝐨 𝐢𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐫𝐞𝐥𝐚𝐭𝐢𝐨𝐧𝐬; 𝐭𝐡𝐞𝐲 𝐚𝐫𝐞 𝐞𝐪𝐮𝐚𝐥𝐥𝐲 𝐯𝐢𝐭𝐚𝐥 𝐢𝐧 𝐭𝐡𝐞 𝐫𝐞𝐥𝐚𝐭𝐢𝐨𝐧𝐬𝐡𝐢𝐩 𝐛𝐞𝐭𝐰𝐞𝐞𝐧 𝐭𝐡𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐚𝐧𝐝 𝐭𝐡𝐞 𝐞𝐥𝐞𝐜𝐭𝐞𝐝 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐨𝐟 𝐚 𝐒𝐭𝐚𝐭𝐞.

While each office has distinct constitutional responsibilities, mutual respect, constructive dialogue, constitutional propriety, and cooperation are essential to preserving democratic institutions and ensuring governance that serves the public interest. Ethical statecraft begins with institutions working together in the spirit of the Constitution.

His Excellency Shri Thaawarchand Gehlot has devoted decades to public service. He has served as a Member of the Rajya Sabha representing the State of Madhya Pradesh, as a Member of the Lok Sabha from Shajapur (1996–2009), and as Union Minister for Social Justice and Empowerment. In recognition of his distinguished public service, he was also conferred an Honorary Doctorate by Dr. B.R. Ambedkar University of Social Sciences.

It was a privilege to present this work to His Excellency and to contribute, through this book, to the continuing national dialogue on ethical diplomacy, principled governance, and public service.

Honouring a Legacy of Diplomacy

On the 7th death anniversary of Her Excellency Smt. Sushma Swaraj Ji, India’s former Minsiter of External Affairs, I had the privilege of presenting the Memorial Presidential Edition of my book, Ethical Diplomacy and Foreign Policy in a Fragmented World, to 𝐇𝐢𝐬 𝐄𝐱𝐜𝐞𝐥𝐥𝐞𝐧𝐜𝐲 𝐀𝐦𝐛𝐚𝐬𝐬𝐚𝐝𝐨𝐫 𝐑𝐚𝐣 𝐊𝐮𝐦𝐚𝐫 𝐒𝐫𝐢𝐯𝐚𝐬𝐭𝐚𝐯𝐚, 𝐈𝐅𝐒, Dean of the Sushma Swaraj Institute of Foreign Service (SSIFS).

Established in 1986 by the Ministry of External Affairs as India’s premier diplomatic training institution, the Institute was renamed the Sushma Swaraj Institute of Foreign Service on 14 February 2020, in honour of her exceptional contribution to Indian diplomacy and public service. SSIFS is not only responsible for preparing India’s IFS officers for the complex responsibilities of representing our nation abroad; the institution also conducts diplomatic training and programmes for international diplomats, contributing to India’s role in sharing knowledge and strengthening diplomatic capacity globally.

This Memorial Edition is my humble tribute to a leader who showed that diplomacy is at its finest when guided by humanity. May Sushma Ji’s legacy continue to inspire generations of Indian diplomats to serve our nation with wisdom, dignity, integrity and compassion.

My sincere gratitude to Ambassador Raj Kumar Srivastava, IFS, for graciously receiving this tribute in her memory and for his continued commitment to shaping the future of Indian diplomacy.

Her legacy lives on in the diplomats India sends into the world.
